National Population Register- NPR (राष्ट्रीय जनसंख्या रजिस्टर - एनपीआर) देश के सामान्य निवासियों का रजिस्टर है।

◆सामान्य व्यक्ति की परिभाषा:-

"नागरिकता नियम, 2003 (नागरिकों का पंजीकरण एवं राष्ट्रीय पहचान जारी करना)" के अनुसार, सामान्य व्यक्ति उसे कहा जाता है जो पिछले 6 माह से अधिक समय से स्थानीय क्षेत्र में रह रहा हो अथवा वह अगले 6 महीने या उससे अधिक समय तक उस क्षेत्र में निवास करने का इरादा रखता हो।

◆NPR में कौन होगा सम्मिलित:-

भारत में निवास करने वाले प्रत्येक सामान्य निवासी के लिए एनपीआर में अपना पंजीकरण कराना अनिवार्य होता है। इसके अंतर्गत भारत के नागरिकों के साथ विदेशी नागरिकों को भी शामिल किया जाता है। एनपीआर का प्रमुख उद्देश्य देश में निवास करने वाले सभी निवासियों के लिए एक व्यापक पहचान डेटाबेस को तैयार करना है। एनपीआर को 'नागरिकता अधिनियम 1955' और 'नागरिकता नियम 2003' के प्रावधानों के अनुसार स्थानीय (ग्राम/ उप टाउन), उप जिला, जिला, राज्य और राष्ट्रीय स्तर पर तैयार किया जाता है।

◆एन पी आर में शामिल बिन्दु:-

एनपीआर के तहत हर सामान्य निवासी हेतु 21 बिंदुओं वाले जनसांख्यिकीय विवरण की आवश्यकता होती है। इस विवरण में माता-पिता के जन्म की तारीख और स्थान, निवास का अंतिम स्थान, स्थायी खाता संख्या (पीएएन), आधार नंबर, मतदाता पहचान पत्र नंबर, ड्राइविंग लाइसेंस नंबर और मोबाइल नंबर इत्यादि को शामिल किया गया है। पूर्व में वर्ष 2010 में एनपीआर का अध्ययन किया गया था। इसके अंतर्गत 15 बिंदुओं पर सूचनाएँ एकत्रित की गई थीं। इस विवरण में 'माता-पिता के जन्म की तारीख एवं स्थान' तथा 'पिछला निवास स्थान' को शामिल नहीं किया गया था।

◆NPR की मंजूरी एवं जनगणना-

वर्तमान में भारत के केंद्रीय मंत्रिमंडल ने राष्ट्रीय जनसंख्या रजिस्टर एनपीआर और जनगणना 2021 के संचालन को अद्यतन करने के प्रस्ताव को मंजूरी दे दी है। वर्ष 2011 के बाद जनगणना का आयोजन वर्ष 2021 में किया जाएगा। यह जनगणना देश की 16वीं और स्वतंत्रता के बाद देश की 8वीं जनगणना होगी। उल्लेखनीय विषय यह है कि वर्ष 1872 के बाद से देश में दशकीय जनगणना का आयोजन लगातार हो रहा है।

◆जनगणना का दायित्व:-

गौरव का विषय यह है कि 'जनगणना अधिनियम, 1948' और 'जनगणना नियम, 1990' जनगणना के संचालन हेतु कानूनी ढांचा प्रदान करते हैं। इस जनगणना का आयोजन गृह मंत्रालय के तहत भारत के महा रजिस्ट्रार कार्यालय द्वारा किया जाता है।

◆आगामी जनगणना:-

जनगणना के तहत देश की पूरी आबादी को कवर किया जाता है। किंतु वर्ष 2021 की जनगणना के लिए एनपीआर के अद्यतन का कार्य असम राज्य को छोड़कर देश के सभी राज्यों एवं केंद्र शासित प्रदेशों में अप्रैल से सितंबर 2021 के दौरान किया जाएगा।

◆जनगणना हेतु बजट:-

भारत के केंद्रीय मंत्रिमंडल ने जनगणना एवं राष्ट्रीय जनसंख्या रजिस्टर एनपीआर हेतु क्रमशः रुपए 3941.35 करोड़ एवं रुपए 8754.23 करोड़ के प्रस्ताव को मंजूरी प्रदान कर दी है।

◆एन आर सी क्या है :-

एनआरसी का फुलफार्म है- National Register of Citizens (राष्ट्रीय नागरिकता रजिस्टर) है। एनआरसी में केवल भारत के नागरिकों को ही शामिल किया गया है। एनआरसी में सामान्य रूप से किसी शहर या शहरी क्षेत्र में वार्ड या एक गांव या ग्रामीण क्षेत्र या कस्बे या वार्ड या सीमांकित क्षेत्र के भीतर रहने वाले लोगों को शामिल किया जाता है।

◆NPR और NRC में अन्तर:-

एनपीआर एवं एनआरसी दोनों में अंतर है। एनपीआर में भारत के निवासियों के साथ- साथ विदेशी नागरिकों को भी शामिल किया गया है। किंतु एनआरसी में केवल भारत के नागरिकों को ही शामिल किया गया है। एनआरसी में सामान्य रूप से किसी शहर या शहरी क्षेत्र में वार्ड या एक गांव या ग्रामीण क्षेत्र या कस्बे या वार्ड या सीमांकित क्षेत्र के भीतर रहने वाले लोगों को शामिल किया जाता है। इसके विपरीत एनपीआर में भारत के भीतर या भारत के बाहर रहने वाले नागरिकों को शामिल किया गया है।

National Population Register (NPR) is register of civilians (general residence) of the country.

â—†Definition of Civilians:-

According to the "Citizenship Rules, 2003 (Registration of Citizens and Issues of National Identity)", a normal person is called one who has been residing in the local area for more than 6 month ot for the next six month or more intends to decide in the area.

â—†Who will be included in NPR:-

It is mandatory for every ordinary resident in India to get this is registration in NPR. It includes our citizens of India as well as foreign citizens. The main objective of NPR to create a comprehensive identity database for all residents residing in the country. NPR is prepared at the local (Village/Sub Town), Sub District, district, State and National levels as per the provisions of "Citizenship act 1955" and "Citizenship Rules 2003".

â—†Points Covered in NPR: -

The NPR requires a 21 points demographic statement for every general resident. The date and place of birth of parents, last place of residence, permanent account number (PAN), Aadhaar number, voter ID card number, driving licence number and mobile number etc. are included in this description. NPR was previously studied in the year 2010 under this, information was collected at 15 points. The 'date and place of birth of parents' and 'previous place of residence' who were not included in the description.

â—†NPR Sanction and Census:-

Presently the Union Cabinet of India has approved the proposal to update the operation of the National Population register NPR and census 2021. After 2011 the census will be conducted in the year 2021. This census will be the six Census of the country and the 8th Census of the country after independence. Notable topic is that since the year 1872, the the decisive census is being conducted continuously in the country.

â—†Census Responsibility :-

The matter of pride is that 'Census Act, 1948' and 'Census Rule, 1990' provide legal framework for conducting census. This census is conducted by the Office of the General Register of India under the Ministry of Home Affairs.

â—†Upcoming Census:-

The census covers the entire population of the country. But the update of NPR are the Census of 2021 will be done during April to September 2021 in all the states and union territories of the country except the state of Assam.

â—†Budget for Census:-

The Union Cabinet of India has approved the proposal of ₹ 3941.35 crore and ₹ 8754.23 crore respectively for census and National Population register NPR.

â—†What is NRC:-

The full form of NRC is 'National Register of Citizens'. The NRC includes only citizens of India. NRC normally includes people living within a ward or village or rural area or town or ward are demarcated area in a city or urban area.

â—†Difference between NPR and NRC:-

There is a different between both NPR and NRC. The NPR includes residents of India as well as foreign citizens but NRC cover only citizens of India. NRC normally includes people living within a ward or a village or rural area or town or ward are demarcated area in a city or urban area. In contrast NPR includes a citizens residing within or outside India.
